China's first 10-mln kilowatt wind power base to start construction

The National Development and Reform Commission (NDRC) recently approved a project for wind power plants with a combined capacity of 3.8 million kilowatts at the Gansu Jiuquan wind power base. The project is part of the "Eleventh Five-Year Plan," marking the formal construction stage of the first 10-million kilowatt wind power base in China.
Reporters learned from the Development and Reform Commission of Gansu Province that the wind power plants to be included in the 3.8 million kilowatt capacity project and part of the 10-million kilowatt wind power base at Jiuquan, mainly consists of eighteen 200,000 kilowatt wind power plants and two 100,000 kilowatt wind power plants.
The project will be carried out by 20 investors including Datang Gansu Power Generation Company. The bid invitation policy implemented for this project is as follows: Before the power generation at full load reaches an equivalent of 30,000 hours accumulatively at these power plants, the on-grid price for the electricity generated will be 0.5206 yuan per kilowatt hour (tax included). Starting from when the power generation at full load reaches more than 30,000 hours accumulatively, the local average on-grid electricity price will be chosen as the on-grid price for the electricity generated.
Gansu is rich in wind energy, with a wind resource reserve totaling 237 million kilowatts. This figure accounts for 7.3 percent of the gross reserves nationwide. The technological exploitable amount of wind energy in Gansu is 27 million kilowatts, representing 10.6 percent of China's total amount. The region with exploitable wind energy covers an area of 50,000 square meters.
Reporters learned that by the end of 2007, the installed capacity of wind power plants in Gansu had already reached 510,000 kilowatts. Jiuquan's annual wind power output is at 600 million kilowatt hours, and is one of China's five largest wind power farms.
