China to control emissions by law, COP 15

The world's largest emitter will draw up new laws and regulations to provide a legal basis for combating climate change. A Chinese draft resolution on climate change, which has been submitted to the Standing Committee of the National People's Congress (NPC), proposes to include emissions control by law.

According to China Daily, the draft law states that China ”should make carbon reduction a new source of economic growth, and change the economic development model to maximize efficiency, lower energy consumption and minimize carbon discharges.”

”China already has a bunch of laws and regulations related to climate change and environmental protection, but the climate legislation will give the forces fighting global warming more legal power,” Zhang Jianyu, China Program Head of the US-based Environmental Defense Fund, says, according to China Daily.

Earlier this week, China’s top climate-change negotiator met with Indian Environment Minister Jairam Ramesh. Both parties insisted that they are pushing for an agreement at this year’s climate change conference in Copenhagen.

”Both of us were of the view that we should be part of the solution...We want an agreement in Copenhagen.” Ramesh said, according to Bloomberg.
